no system is perfect

No system is perfect. Perfection is the impossible yard stick by which any measure will fail. When evaluating anything the mode of failure is just as important as the mode of success. There are people that will abuse and commit fraud when there is social welfare but the alternative is that people will starve. That is not to say that say that we should just accept flaws; we should always strive to correct them. No system is perfect which is why there should be secondary methods to catch the fall through. No system works for everyone. Not everyone is the same no matter how much people may try to will is so.
